Really, if Sol ring is banned, it should follow as a corollary that the Chain Veil should be banned in a format that focuses on planeswalkers. While it doesn’t have the same early start advantage, it does allow for a number of speed focus decks to very quickly win.

Here’s one such deck. Now, yes, you can counterspell it, but by turn 7 it’s probably not going to matter.
Turn 1: Land
Turn 2: Land
Turn 3: Land
Turn 4: Land, Liliana +1
Turn 5: Land, Crypt Ghast, Liliana +2
Turn 6: Land, Tutor, Chain Veil, Liliana +3, Activate Veil, Liliana Ult. (You don’t even need to do all this, you can just sanguine + exquisite and extort if you had them in hand, but I’m assuming not for the purpose of argument.)
Turn 7: Land, me Tutor twice and previous combo or tutor for exsanguinate. As a matter of practice, I’d go for exsanguinate if expecting a counterspell.
Turn 8: Use other if countered.

Can you explain this? It doesn’t matter that it can be counterspelled?

Turn by turn listed. One counterspell isn’t enough.
Again, this is just an example. there are other configurations that can do similar things almost as quickly.
I am admittedly assuming optimal conditions, but I can Skip a turn in the process for safety sake and still achieve the same results in the same time frame. (E.g. Use the chain veil on Turn 7.)

When you outline the above as an ideal sequence, I have to wonder if you’ve played eternal formats before. If you’re playing with a table of uninteractive decks AND this sequence wins the game, that’s the table’s fault.

Depends on the table, decks, Planeswalkers, and hand everyone starts with. Dark Ritual can begin all of that at Turn 2 and win by Turn 6. The point is I literally only need nine cards in this format because of the chain veil.
Gideon, Champion of Justice can ult on a similar timeline. Ral Zarek, Teferi, Time Bender ,and Saheeli Rai can ult perpetually. Tezzeret the Seeker can infinitely tutor out of the deck, but infinite artifact setups can do that anyway.
