Last month the Commander Format Panel announced their beta test on both the Commander Bracket system and the Game Changers List. These are exclusive to Commander, and do not apply to Oathbreaker.
Our goal has always been to leave as many cards legal in Oathbreaker as reasonably possible, and if a card is a problem it should simply be banned overall. We feel having too many lists or restrictions can cause confusion amongst players as to the legality of a card, and want Oathbreaker to be easily approachable from a single banned list.
As always, we encourage groups playing Oathbreaker to have discussions about power level when sitting down to play a game. To us a core part of Oathbreaker (and Magic: The Gathering in general) is to have fun with friends, both new and old. The best way to do that continues to be through communicating expectations of the game, rather than relying on tier based systems.
